2017年6月16日，海安會以MSC.1/Circ.1576號通函的形式，對上述設備的年度測試時間做出了統一解釋：
1. The annualperformance test of VDR(or S-VDR) shall be carried within the “time window” ofthe annual/periodical/renewal survey under the Harmonized System of Survey andCertification(HSSC), but not later than the date of completion of the surveyfor endorsement/renewal of the relevant Certificate.
2. The annualperformance test of AIS shall be carried within the “time window” of theannual/periodical/renewal survey under the Harmonized System of Survey andCertification(HSSC), but not later than the date of completion of the surveyfor endorsement/renewal of the relevant Certificate.
3. The annualtest of the EPIRBs shall be carried out within “time window” of the prescribedsurvey, but not later than the date of completion of the survey for endorsement/renewalof the relevant Certificate.
也即：VDR(或S-VDR)、AIS和EPIRB的年度測試時間，應在船舶檢驗和發證協調系統HSSC相關的年度、定期或換證檢驗窗口時間內進行，但不能遲于相關證書簽注或換證檢驗完成的時間。
依據這個通函的統一解釋，VDR(或S-VDR)、AIS和EPIRB的年度測試時間，應結合船級社的年檢（或定期檢查，或換證檢驗）時間一起進行。理論上講，上述設備兩次年度測試的間隔時間，可能會超過12個月，甚至達到18個月。
【拓展1】之前海安會在2000.6.23通過的MSC.1/Circ.955通函，對EPIRB年度測試有過解釋，這次是進一步的統一解釋。
【拓展2】AIS的年度測試要求，是IMO第MSC.308(88)號決議通過的要求，于2012.7.1生效，所以在2011年以前的SOLAS綜合文本上查不到此條要求。
